Question on leaving a 3PL. Is it better to sell through remaining inventory before flipping the switch to fulfil out of the new 3PL or just transfer the inventory in the first place and eat whatever costs are associated with that?

I always advise my clients to deplete their current inventory unless they are leaving due to a performance issue. In such cases, moving your inventory might be a smart decision.

I agree with @Karolina Smith
"Cheapest" option is to wind down inventory in your current warehouse. It will cost you time and money to have them pack up that inventory, freight costs to transfer, and then receive at the new facility.
Always best to have new, factory sealed inventory show up at the new place.
But in practice, that's not always possible.
Feel free to DM me, I have lots of experience transitioning from one warehouse to another 🙂
